Hi beam sutter question

Hi beam shutter question, need help !!!
I have a 2006 maxima , the hi beam shutter won’t open , I have voltage to the gray box mounted inside the headlight assembly beside the projector , but none coming out. If I put 12 volts directly to the shutter it works. Does any body know what the box is and if is replacible ??
