2004 SL maxima fail safe mode

Hello everyone,

my car is experiencing a fail safe mode - won't accelerate past 20mph. there is no engine code either. I recently replaced the solenoid valve body assembly and wonder if that's related. I tried searching online about TCM reflashing but couldn't find a concrete answer.
1. does anyone know how to refresh TCM with OBD II ? don't wanna take it to the dealer, not even sure if that is what's needed.
2. any suggestion / possible causes of safe mode - something that in your experience was done and fixed. no speculation without having gone thru this please.

here is an update:

I pushed the car to see if the gear shifts and it does but at 4,500rpm! it shifts to 3rd and of course the car goes above 20mph now. at 4,500 it's a jerked shift
