Scratches like those are going to be a problem with any flat, shiny plastic material, although those are pretty apparent. That's why I try to be very careful about what I put on the console.

But to the question - you'll want to look at a product to polishing clear plastic. Something like Meguiars Plastx clear plastic polish and cleaner, or their Mirror Glaze Clear Plastic Polish. I've use both product to polish the plastic windows on my boat, as well as plastic headlight covers. They have worked very well for me.

Try using a plastic polish by hand first. If not successful consider using something like a Mothers PowerBall Mini or a Flitz Super Mini BuffBall. Just take care not to sling product around the interior. It would be a good idea to cover and mask off areas on the inside.

Yea I don't think theres really anything you can do to prevent that with Shiny black plastic. Its not so much what you set on it, but how the dirt/dust gets grinded across it.

If someone were so inclined they could probably by a sheet of screen protector film and wrap each piece, but thats a little OD to me.
