Just remember that the used cars are where dealerships make their money. I don't know enough of your situation, though: cash down, trade, etc etc. but if you grind 'em down to offering you that car for $20,500 including tax, title, and registration then I would say it's a good deal.
As you know, make sure it's a clean title, and, although it doesn't guarantee anything at all, it's always nice knowing that the car has a clean Carfax report.
If you're mechanically inclined then you can just do it yourself; if not, hopefully you have a good rapport with somebody who is, but be sure to set something up to take the car to get checked out prior to signing on the dotted line.
