Here is a thread discussing the pipe. It is a sound generator that takes engine sound and sends it to the inside of the cabin. The tube hooks into a hole in the firewall. Many people have removed this pipe and plugged the hole where it connects to the intake, thereby quieting the engine noise inside the cabin.
