Front air dam splash shield dragging

Good morning folks. Heard a scraping sound as I started driving this morning. The plastic cover under the radiator was dragging. All of the screws and clips are there, but the bumper cover (???) tabs in which the clips go are torn. What do I do??? I'm going to try to turn the clips sideways but since the tabs are torn I'm assuming that this will be a temporary fix. What is a more permanent fix?

The sun finally came up and I could pull the car into the garage to get out of the rain...

I took out the bolts and replaced the clips sideways. They held in the torn tabs enough to re-secure the splash shield. I'm assuming that the tabs may have been torn by a service tech not removing all of the bolts to completely remove the shield during the oil changes and letting the splash shield hang from the front bolts. At least that theory seems consistent with the tearing of ALL tabs in the same way.

... and this is only the second oil change in this car's history (that I know of).

But now I'm feeling screwed as it seems to me that the tabs are in the bumper cover and the only corrective action might be to replace the bumper cover. Dang... or is there another way?

I bealive it’s single piece. The front is secured by metal rivets to ta bumper(single piece) Or I might be wrong. If holes are fine just get some new revets and reinstall them. All other secured by plastic rivets. If front is completely torn out. You can still drill the holes on bumper and shield and reinstall metal bolts
