Engine Effiencey

Me and a friend were talking, he told me he read an article on engine effiencey, and how gasoline is consumed. It was something like:

1/3 of gas goes to the wheels
1/3 of gas goes to exhaust
1/3 of gas goes to powering the crank/belt

Is this about right? Is it the same on every engine?
