Vacuum Assist Device on 5th gen TB

Can anyone offer some insight on what the heck this things is supposed to do? I finished the 00VI install this weekend and have my idle and throttle response dialed in perfectly. As far as I can tell, the pin does not extend long enought to open the butterfly plate anyway and the only thing it is doing at the moment is getting in the way of my FSTB.

I think I may have answered my own question by experiment. I took the vacuum like off the TB and plugged it. Idle was all over the place and settled down after I reconnected the line. Although the pin does not extend far enough to open the butterfly plate, it is apparent that it is needed unless you feel like removing it and starting over with the idle adjustment screw.
