Is this bolt/stud removeable?

Quick question as the title states. Just wanted to know if this bolt/stud was safely removeable and if so, what is the torque spec to put it back in? Managed to get both covers off with the motor and trans in the car, but was quite the PITA. Was wanting an easier way without dropping the trans. Also so I could get the covers back on without messing up my RTV job.

Of course it's removable. You can put two nuts on the end of it. A specific torque in this case isn't real important like it is with head bolts or rod bolts. Just torque it until it "feels right" which means keep it reasonably tight, but not enough to strip the Al. threads on the block.
