need some expert help..

i'm trying to finish my 3.5 swap(finally) and i'm stuck. I have power at all the connection points per the write \-up, but the fuel pump isn't kicking over.

the relay has power IN and power OUT except for the line TO the pump, it's not getting switched. i'm lost... would the NATS cause this or is there something else i'm not seeing?

 

I had the same problem with my 99. It was that the security system had turned on. All i did was put tge key in the ignition and go from on to the off position 5 times. This sounds crazy but my pump kicked on after i did this.
