Cap doesn't work, why?

I'm using and Xtant 1001d and a 1.0 Cap. Everything is wired correctly and grounded well. When the power wire comes from the battery through the cap to the amp, the amp doesn't get any power and won't turn on. When I bypass the Cap and run the power wire straight to the Amp, the Amp turns on with no problems and runs fine through all the bass with no issues. I left the ground running from the Amp through the Cap to the car, so I know the ground is good. This system has been in the basement for 3 months, unused. To test the Cap, I used my brothers Cap that has also been unused for several months and the same thing happened, the Amp got no power. Do the Caps need to recharge somehow? Are the Caps dead? I also think that maybe I could get away with no Cap since the lights don't dim and the bass sounds fine. Is there any risk to my alternator by not using a Cap. I have read some info about this online but it all seems to contradict from one site to another. Any help would be...well, a help. Thanks.

first off, i would use the cap. But what kind is it? A capacitor should not need to be turned "on" once it gets power its charged...
