Tilted steering wheel

Can a tilted steering wheel cause the airbag light to go on? Also the honk doesn't work

no they do not, since the wirings are inside the horn cover/air bag. They have clockspring for the air bags, which probably a broken connection, and the horn has just a simple wire with butt connector.
