help: running power wire on 3rd gen

help: running power wire on 3rd gen
I am having trouble finding where to run a power wire on my 3rd gen to get into the engine bay. I heard that the grommit for the hood release is where to go, but I can't even get access to it. Can anyone with experience help me out? Thanks.
