Radar/Jammer Question

I read all the posts about jammers don't work and v1 is the best radar. but i am still confused.....

most times cops on the highway turn the radar off and turn it back on when they see a car comming fast, so v1 will not help in this situation, right?
and my friend has this jammer, the phantom II. when we drive towards the radar machine that shows your speed, it goes blank and doesn't show any speed on the screen. so why do people say that it doesn't work?..

1. not all cops turn radar on and off.. if they're looking they will probably sit with the radar on and monitor traffic, not just guess when a fast car is coming..

2. it's not that radar jammers don't work.. it's that they're illegal. Yes, it jams radar.. but when the cop sees his radar gun say you're not moving, or doing some crazy speed, he'll know you're f'ing with him and pull you over anyway for something worse than your ticket would have been for.
