I love Infinity, it's the only speakers I buy. I would go for the Kappa or Perfect tweeters, unless money is a problem, they are a little more expensive. I haven't heard anything about Rockford tweeters, nor have I heard their speakers so I can't say anything about them. If you can go and listen to them both, and decide what you like.

yes i said disgusting
in fact most tweeters i've heard are quite nasty. those references are really bad, in fact i don't like the kappas or perfects. correct me if i'm wrong but i think it's cuz of the low frequency cutoff for the mids causes too much signal to be sent through tweeters thus creating an even more higher pitched sound on top of the tinniness that already exists. mbquarts, don't like em either.
everyone's different, for me, i need smoth laid-back tweets, so i went cdt

Tweeters are subject to listening just like ALL car stereo gear. The only thing you can say objectively is how many dB's a system puts out, whether equipment is reliable, whether something is heavier than something else, etc. Everything else is subjective and up to the listener.
True about cutoffs is if the components are far apart (as they are in the Maxima) a lower tweeter cutoff will allow you to actively cross them over and create a larger overlap between the low end cutoff of the tweet and the high end cutoff on the woofer. This allows for a more seamless transition between the two and they won't seem as "separate" as they can sound with higher, identical cutoffs. Having tweets up high can benefit you greatly by raising your soundstage as well.
I auditioned on an A B C switch the Reference, Kappa and Beta in a listening room many years ago and I HATED the Kappas. Reference blew them away in my opinion. This is because I have highly attenuated hearing and the metal dome tweeters sounded very raw. This can be corrected with equalization, but even then I find soft dome tweeters to be warmer and more realistic. Needless to say, I found the Betas to be superior and I still run them in my car to this very day. They're some of the best sounding components I've heard ... and the tweeters are capable of going all the way down to 1500Hz. They can be had on eBay for under $200 for the set now, too.
CDT makes excellent components and have for years ... all the way back to when they were still Clif Designs. These are an excellent mid-high end choice, but to save money and buy Reference's would also be a good bet. You just cannot overpower them as they are not meant to scream at you or hold that kind of wattage. You can consider that a shortcoming if you want, but I have infinity reference coaxes (602II's) from approximately 1995 that saw action for many years that still work very well to this very day and sound great.
In car audio, it is no longer true that the more money you spend, the better equipment you get. Go listen to anything you are considering and make your decision based on that. Don't ask in a forum if it sounds good.

i ran a mere 75w to my references and blew the mids not to mention a xover went bad on me, not even from clippage
both of my coaxes went to dust too, you can just tell by the construction of these drivers they need to be carefully powered. the cdt's i got are soooo much beefier and love whatever power i give them. infinity's textile tweeters sound no diff from metal to me
