That's an air die grinder. Took me about 5 mins but I finally remembered what it was. I usually don't ever try to remember what anything is called, because I just pull it out of my box.

I cut through 0/1 awg wire with generic wire cutters, or as the package says...diagonal pliers.

Not if you're good with it. Just think of it as a bigger more powerful version of a Dremel.
