Quality of this set-up...

Any pros and cons that anyone can tell me would be greatly appreciated. The sound I am looking for just a nice, clear and crisp sound with some good/tight bass. I mainly listen to rock music.
1-Diamond Audio 400.2 (2 channel amp)-$179
1-Diamond Audio 400.4 (4 channel amp)-$199
2-Eclipse SW6103DVC (10'' subs) -$219
4-Kenwood KFC1679 (6.5'' door spkrs)-$138
Headunit-still undetermined-around $200 is what I want to spend.
Tweeters-should I get them?-$???? Pushed by headunit

Your amps and subs are fine, although you might want a little more power if your getting 2 of the subs. Go with an Eclipse deck, and non-Kenwood speakers. Components up front and coaxials in the rear. Your tweeters will be run by the amp, not the head unit...component speakers come with a crossover that splits the signal from one channel of the amp into 2 separate outputs, one to the tweeter and one to the mid. For $200 bucks you can get all 4 CDT's online (thezeb.com), CL61a components up front and 6.5 coaxials in the rear, if thats in your budget, or you can always go higher if your budget permits. Thats my .02.

Amplifiers and subs are solid choices-perhaps a D3600.1 would feed those 10's better, but I think for your listening needs 400rms is more than adequate for a nice SQ setup.

The speaker choices is your weakness, on the most crucial part of this system. As stated above, you want to go with separates up front with less emphasis on rear door speakers. IMO spend that 'speaker budget' in favor of the best components you can swing up front, just about any coaxials will suffice in the rear doors.
