when i had my old radio my antenna useto go up when the radio was on and turn off when i put a tape in.

i switch my radio to a dual cd player.

when i put a cd in the antenna stays up until i turn the radio off.

dose any one know what could be the problem???

Your antenna has to get a switched power source from the head unit that raises or lowers your antenna as you go into or out of radio tuner mode. Check the wires out of your head unit to make sure this wire exist, if not, you'll need a external switch.
