I was having trouble with my Passenger front speaker poping in and out and occationaling just popping, so I switched it with the passenger rear speaker which was working fine, now both speakers are poping like the front was before. Is this a speaker problem or an amp problem?

Check your speaker leads from the amp to the speaker and if thats not it have your amp bench tested...

I checked the speaker wire, and it was ok, so does this mean that I will need a new amp?

Maybe...maybe not...have your amp bench tested at a local reputable car audio shop to see if all channels play.

My friend had that popping problem. Most likely, it is a bad ground. Re-check your ground wires, strip paint in that area if you haven't yet.
