WTF is going on with SCCA rulebook?

Once again, browsing through the 2006 SCCA rulebook, it looks like STU was forgotten as a recognized "real" class, and stuck down with STS2 as a supplemental in the appendix, with little to no information about allowances....

No allowances mean more opportunities to cheat no? The SCCA rulebook is always messed up, they seemingly only really concentrate on a few classes that are having some rule problems.

hmm...noplace does it say that SFCs are verboten in STU
