Are TSB's free?

I went to the dealer (freehold, nj) today to get the wind noise and blower motor tsb done. I was under the impression that TSB's are free of charge. What the service representative said (when i furnished him with the service bulletin printout) was that only recalls are free and that these service bulletins are not free, theyre just bulletins for consumers to come in and get them done and the info was really for the service specialist. Can someone shed some light on this? Should I have believed him?

I've never dealt with Nissan TSB's before, but on all other brands that I've owned, the TSB "free" fix was only during the regular warranty period. While the TSB's are meant to guide techs in the proper repair method for known issues, they do not generally extend the factory warranty on those issues unless extra warranty coverage is specified in the TSB. With that said, I have had dealers (other brands) escalate things to customer service for me and get non-warranty TSB work done for free or in one case, for labor only. Also be aware, dealerships HATE seeing people walk in with TSB in hand. They think that because we have internet access, we make up issues that we read might happen. I'm not saying that this is what you are doing, but that was their mindset when you walked in with paper in hand. I've always had better luck acting dumb, and if they don't find the TSB or deny that there is one, I come back later with the printout and ask them if they'd like to use MY computer next time

They will generally only "recall" known safety issues, and then only when the heat gets turned up by NTSB. Across the board recalls are extremely expensive and cover both in and out of warranty vehicles.

no TSB's aren't free. TSB gives directions to the mechanic to fix the problem so you can save yourself some money if you can get the part(s) and have access to the TSB.
