What have you tried on it? Any wheel cleaners?
Try to get it off ASAP if you can. If not, you could wind up with unsightly permanent damage if it hasn't happened already. Try a strong wheel cleaner like Eagle One A2Z or Greased Lightning Wheel Cleaner or Meguiar's Hot Rims/Gold Class and a scrub brush. Whatever you do, follow directions and do NOT let the cleaner dry out on the wheel. If that doesn't get it clean then the dust is "permanent" and you'll have to use a mild abrasive polish on them. Some people have used clay, but it depends how the wheels (hubcaps??) are shaped.
