I don't know a lot about this department, but I suppose it depends on if you're talking about "chips" or "hazing", like a uniform cloudiness like it's been sandblasted.
The latter you can try taking out with a plastic polish or judicious use of a mild paint polish, but if these are visible "chips" with chunks missing.....
Wetsand and polish perhaps?

3M Plastic Cleaner and 3M Plastic Polish, first before the 2nd... the first one is mildly abrasive, containing quartz silica, so I guess that's similar to wet-sanding it.
Didn't take out all the haze/chips in my headlights, but it did a good job, although I got some haze based on the inside of the lens too...
