99 SE rims wearing down?

The stock rims I have on the car have some odd discoloration/wearing on the inside most surface of the wheel (closest to the brakes). High pressure spray and cleaners won't get it off? Am I doing something wrong or is there anything to refinish the wheels?

Hmmm...probably just a lot of brake dust that has built up over the years. It's probably going to be tough to get off. I don't worry about it on my stock wheels, as long as the outside is nice and clean.
