Help! My Paint is Faint

My black 99 Maxima doesn't shine like it should. I spend so much time wash/polish/wax it, and it always comes out looking dull. It actually looks better dirty than clean. My friend was telling me that some detail shops can remove a small amount of my clear coat to make it look practically brand new. If there are such place that can do this for me please let me know of some in the Chicago land area. Thanks in advance.

Your paint is most likely oxidized. You should start off with a compound, then polish, then wax.

a) What part of the Chicagoland area are you in?
I could physically take a look at your car and tell you exactly what to do (dependent on area).

b) Sqard is correct in that you would need a polish to get the oxidation out. However, you will need something strong enough to take care of many paint defects. For your particular situation, I would recommend Meguiar's #83 Dual Action Cleaner Polish and someone with either an orbital like a Porter Cable 7424 or rotary.

I am part of the Hoffman Estates/Schaumburg area. I want to get it done proffesionaly because I don't have time to do it as bad as that sounds.

Not unless it is extremely heavy, white, chalky oxidation, like the kind you typically get with single stage paints.

I went to this one Schaumburg detailing place called Diamond. He told said I needed some wet sanding and that would cost a couple hundred dollars. Do you guys think this is necessary and a good price?

Wetsanding is basically a last resort. Personally, I would not consider that because if someone does not know what they are doing, they could do more damage to your finish than you care to realize.
