Try clay first. Are these spots on the very edge of the painted area, or are they surrounded by paint?
If you've never clayed the car before, definitely do that. You will remove lots of tiny rust spots.

NXT Tech Wax will NOT have any affect on rust. It has light cleaners in it, which can help with very minor oxidation, but it doesn't have the capability to remove any rust spots.
Definitely try a clay bar first.

It is also worth mentioning that it doesn't come off quickly or easily, either, which means that you'll really have to work the paint with the clay and not give up easily. This is assuming these spots are what I imagine them to be. Auto Laundry magazine (a magazine for professional detailers) says these spots (and I'm assuming they're small specks of rust spread over an area on the paint) are called raildust. Basically raildust is stuff emitted into the air from railroad tracks, usually from tracks in use but not always. The stuff travels and gets your paint but luckily they're removable.
