The local Sherwin-Williams Automotive Paint store could not make paint for me (pearl paint, tricoat, etc.).
Does the dealer or anyone have any other options besides the regular touch-up bottle/pen?
I've got a small area on my front bumper that I need to work on.

Try www.langka.com they make a paint chip repair kit that works amazingly well. I am frost white and did some chip touch-up myself it it was perfect. and it even comes with a clearcoat that you put on with a soft cloth and buff in after it dries a little. It works great.
