yes its rather annoying when it resets the 15 sec time limit everytime u click search while violating the rule

This is probably happening because the search phrase is hard-coded. The "15" part is hard-coded while the actual delay is set to what I am guessing to be 45 seconds. If the (varname) searchfloodcheck phrase is modified to reflect the current setting, everything should appear fine again. Of course this would need to be repeated each time the setting is changed.

As to why this problem just appeared, it is probably because one of the administrators recently set the search delay to a number higher than the default value in order to ease the load on the server.

There is the 0.001% chance this has nothing to do with the phrase and there is some modification in between the search and users, but as stated before that is highly unlikely.
