Are you the gentleman that lives in Temecula?

I don't know everything about roof racks, so can you tell me, is this kit 100% complete and 100% new? Locks and all?

Is it compatible with 4th gen Maximas too, or just 5th gens? (I have a 4th gen and a 5th gen). Very interested.
