need an answer - under the hood radiator "thingy"

Ive seen these on alot of cars and always wanted to know what they are and what they do. What Im talking about is the carbon fiber panel thing thats covering where the hood latch is. it looks like some sort of heat shield of some sort? Although they do look like a nice touch to dress up under the hood, I still dont know whats the function of them? heres some pics of what Im talking about. Im shure these can be easly made for maximas too

That helps cooling. It makes sure all the air that comes in the front of the car goes through the radiator instead of sneaking over the top of it.

The car on the link is on the cover/featured in latest SCC mag. It's got 500+hp/tq...

Well 500hp/tq is a nice thing to have. Maybe it is because he has that deflector under the hood.
