I know that you are never supposed to touch the bulb, but I got a used set of bulbs, and just to be sure that there is no oil residue on them from packing or shipping them, is there something that I can use to wipe them down?

Use a alcohol swab.

I figured that it would be alcohol or mineral spirits...

Alcohol should work, I've also heard nail polish remover works as well. (Might not work very well with bulbs that have a painted on coating)

Use a non-residue anti-grease cleaner, i.e. brake cleaner, alcohol, etc. DO NOT use nail polish remover. That is acetone, a solvent, which dissolves many plastics, is not the best degreaser, and will leave a residue.
