I was curious because someone posted how he raced a car, yet it was in Jersey where they have signs all over the place to report aggressive driving by dialing #77.
Seems to me that with that system anybody can simply get your plate and make the call and you are busted. I know of a woman at work who called 911 to report agressive driving and the dude got pulled right over by NJSP. I think she was in the wrong from what she described but because the other party was a man I think he got burned.

I had to take a drivers safety course a couple weeks ago. I learned that in Illinois we have a similar thing, here I believe it's *99.
Anywho, A chicago police officer was the instructor of the course. This is what he told us.
The officer that responds cannot give a ticket by accusations alone. If he happens to see the driver speeding, driving recklessly, or finds that the motorist is intoxicated, then yes a ticket or arrest can be made.
In your case, just because the guy was pulled over does not mean he was given a ticket.
