top speed question

I'm getting the feeling that many brand-new cars now have a speed limiter somewhere 128-130, both Japenese and German. Do you guys think that it makes sense? Before we used to have posts about the 112 mph limiter in the GXE but I haven't seen them any longer. Someone once gave a link to the definitive answer as to why the limiter is set around 130, but now the reasoning escapes me. Is is definitely NOT due to the tires--you'll find cars having V rated tires (not sure about Z and W) with the limiter. I think those ultra-high performance cars still have a limiter at 155 or so. Exception is the GT2 but that's pretty rare anyway!
Anyone know the reason other than tires and what do you think? I've gotten my SE up to 120 and that's it, had no room/road to take it any more. It didn't feel that hot at that speed anyway. Not sure myself if a limiter would promote safety, I kinda doubt it.

Japan and Germany both have a gentlemens agreement. Japan vehicles are prohibited to go pass 112mph comming from the factory reguardless of tire speed rating. Germany, except Porsche, all signed an agreement to not pass 155mph.
