personally this sounds like bs to me... I would never spend any money on a chip from ebay. but who knows... someone else might know somethin about it.?

Vortec is a POS company selling POS product at stupid prices claiming stupid results all while trying to make a buck with the name sounding like Vortech.
You know the ones that make the superchargers!
this IS a resistor mod and the resister costs less then 1 dollar at radio shack. wiring costs about 25 cents
