The Haynes manual that I bought at Pepboys for $15 (hint, hint) shows this repair being done with the hood off. The text description, however, does not mention removing the hood. It looks to me like the hood does not have to come off. Here's a boiled down version of the description:
Mark the position of the wipers on the windshield with a wax pencil or soap then Remove the wiper arms. You now have to remove the plastic cowl that the two wiper drivehafts stick through. Carefully pry up under the hood seal at the bottom of the cowl. Remove the pins or clips there that retain the cowl. They're referred to as both so I don't know what you'll find. Next remove the plastic pins that go right through the face of the cowl. It looks like there are just three. You may have to press down on the cowl to release the pins. Man I hate plastic fasteners. Very often I either break them or gouge whatever they're they're holding. In rereading the description, it looks a little vague, but I think the cowl will be free now. Remove it, and the wiper linkage will be right there.
