CM's 8500k headlight bulb question

I was looking through custommaxima's site, and they have "8500k HID" bulbs on there, but they say you don't need any other kind of hook-ups, are they true HID setups, or just high output regular bulbs? I want HIDs badly, but i am a college student, aka, poor, poor, poor. Anyone either have them or know anything of them?

This is a TRUE HID kit, not a highoutput coated blue bulb. That means it comes with a ballast/starter/ignitor setup.

What he meant by not needing any other hookups is that you can plug your existing harness into his ballast and just install the bulb. Plug and play sort of, just need to mount the ballast.
