Question about fuses

Here is a picture of the interior fuse box in my '97 SE. Does anyone know what this 7.5 amp fuse is for (top right corner)? Neither the owner's manual nor Haynes has any information about it. The reverse side of the plastic fuse box cover has a sticker with a table of fuses. This position is described as "elec parts", and the entry itself is highlighted. If you look closely at the picture you can see several scratches in the plastic around this fuse, meaning it's been removed several times in the past. Why? Is it to disconnect the battery without actually disconnecting the battery?
