Dents and cuts to bumper- repair?

Anyone know how to repair dents & minor damage to bumper?
It turns out that the front bumper of a '96 Max is in perfect alignment with the wheel rim of a Toyota 4 Runner Suburban Assault Vehicle. The resulting contact at 5mph in a parking lot left the front corner of the bumper with scuffs ( about 4'' or so) and with two minor cuts/ tears (about 1/4 " or so) in the plastic with the 'mystery black stuff" from inside showing. Being plastic can this be repaired? If so how? How much? -- Or am I looking at a front bumper replacement(ouch$)?
