Correct, but normally the cops won't bother you for white signal bulbs. I've had hyperwhites in the front and rear turn signals for almost two years now on long island and I haven't even been asked about it once. If you get pulled over for something more serious, and the cop feels like busting your nuts, he might cite you for the white signal bulbs too.

Green, however... if you put green lights on your car, you're just asking for it.
