A friend has a 97' A4 1.8T and loves it. BUT I have driven it on several occasions and CANNOT stand the way it has NO low end torque. Off the line JUST SUCKS. Once you get to 2000rpm it seems like the turbo kicks in and off you go.
He put in an APR chip too.It helped but not that much. It also seems that the car if very picky about weather. During hot and humid weather it is much slower than the cooler dryer times. So, depending on where you live take that into account.
I still prefer my 93' GXE to his car. His handling is marginaly better stock than my upgraded setup, but I have more room and it doesn't feel like a go-cart while driving.

I'm sure plenty of people will knock the A4 for its lack of power (when compared to the Max), you're getting what you pay for: Quattro, HID(opt), Audi name/prestige, among other things. When you buy a Max...you get a world-class v6. I'm strongly considering the A4 as my next car.
My suggestion: buy the 1.8T(the 2.8 v6 is supposedly unreliable) A4 with Quattro (a must, if you buy an Audi) and mod the hell out of that turbo.

A4 is slow bone stock but very easy to mod. The chip will add 40hp and will make it much faster there is a s/c lots of body mods it has surprising leg room and a decent trunk. I like it. Rather relible ,very quiet ,fit's 19"s...only downside might be that to get something fixed is expensive. and if you have to get something replaced sometimes it can take awhile to get here.

My friend just got a 2000 1.8T (w/ the 170 hp engine) and I drive it quite often...think he paid 28.5k for it. The interior of the car is fantastic.
I also don't like how it has no low end torque...not a big problem if you're always going to launch it at a stop light, but if you're just cruising along and decide to stomp on it, my 97 Maxima will be 2 car lengths ahead of you before the turbo decides to kick in. The car is very entertaining above 3500 RPM, though, and it handles very well.
The 2.8 is a waste of money in my opinion. I test drove a lot of 2.8s and 1.8Ts for him (since he couldn't drive stick) and besides the small increase in low end torque, there isn't much noticeable difference between the two. Now, this may be because the turbo fools you into thinking you're going faster, but regardless, I'd rather feel like I'm going fast than go fast

I'll post this again for the folks who missed it the first time. 4G's will get you to 310HP on the 150HP model. Word is that it's as fast as a chipped S4:

The RPM at which a turbo becomes effective is going to be determined by the design of the turbo charger and plumbing. A chip by itself is not going to help the turbo spool up faster. The only way to get good low end torque is to go with bigger displacement, smaller turbos, or NOS. NOS + turbo sounds like trouble.
You can build a fast A4, but there's no easy answer to get good low end. If you gotta have torque, buy an S4. In stock form the torque peaks at 1850 RPM!

Tiptronic?
Though I've never driven the A4..I remember sitting in both the S/A4 and playing with the pedals...the clutch position didn't seem ideal, and the clutch felt pretty hard; this is comparing to the BMW 3-series and previous experience with other cars. this leads me to consider the Tiptronic option...but it seems that it saps a crapload of power (0-60mph in 8.8 second for the Tip/quattro A4!) I'd need BIG mods to even be quick. Of course, I've never driven the car, so...
