who started the clear rear blinkers on 4th gen?

does anyone know who came up with that mod? or when it first came out (I know it was at least 1997 )

I've seen it on several sites (Cheston, NickStam I think or whoever has that performanceIX site) but I know neither of them came up with it

just curious
it's a really cool idea and looks great; if I ever get a 97-99, it'll definitely be on my to-do list
