5800rpm = best time to shift?

To get the best time performance, would that be the best time to shift? I don't have the specs. remembered but just below readline would be best to change gears?

take it to the redline.... I have tried all methods at the rack and the best method it to just take it all the way... none of this 5800 stuff...
