Probably. Could also be the radiator leaking and getting blown back. I had a leaking block core plug that I caused that was leaking in the same area.
The water pump weep hole is above your pictured area and should be the #1 suspect.

Clean it cold really well on a hot day then put a tester on the radiator cap and pump up the pressure and it will come out where the leak is. If it is the water pump to get by this all you have to do is use some water pump conditioner and antifreeze and it will make the rubber expand to seal the small leak if its bad it won't work And you will have to replace the pump.

Brought it in to a shop and it turns out to be my AC hose. Apparently there is a leak somewhere because I can see the crud build up on the hose from the top.
The mechanic said that the green stuff is the dye. After opening the radiator cap and looking in the reservoir, the coolant level is good. Will fix it some time during the spring. The green dye scared the crap out of me thinking it is coolant.
