Electrical issue

I have led fog lights that stay dimlylight to fully on when turned off due to the low power running through the car that keeps them running, saw a vid of someone fixing this issue with a 1k ohm resistor, would the 1k ohm resistor be applied to the fuse box in this case?

What year max? And are they just replacement bulbs in the existing OEM housing? Odd that they have any trickle on like that...I didn't think there was any power to them if switched off. My opinion is that something else is going on here...

I'm wondering if the fog light switch is faulty, or the relay. If there is another of the same type of relay in the box it might be useful to swap with the fog.
