how to get concrete off paint?

...at least i think it's concrete. i park my car my apartment complex's garage and a few days ago when i came back to my car, there were 3 white-ish spots on the trunk and bumper of my superblack max! it came from stuff that was dripping from the concrete ceiling. anyways, i tried lightly rubbing the spots with a wet cloth to try to loosen the stuff, but it's barely doing anything. i also tried using some meguire's quick detail and it did nothing. the spots feel really rough compared to the rest of the paint and i'm afraid its becoming a part of my max please help me save my max's a**.

I might recommend a body shop on this one. If it is dry and on there good it might not be worth risking it. They might have a solvent or even have to remove and repain some areas.

id recommend NOT doing this yourself. i got concrete on my maxima before..took it to the car wash, they couldnt take it off, put some compounding on it, it did the job a lil, but some of the concrete starts scratchign the paint. later i just took it to a body shop and they cleaned everything up really well. i think they polish it and have solvents just like sudz said.
