Ok I'm trying(keyword here)to create a website to represent the local chapter here in baltimore. I'm having some problems, I'm hoping a web savvy member can help me out.

I'm new to publishing webpages and creating them.
I've been using Front Page 2k and I can't get 2 things done when I'm doing this-please help me out if you can

1. I keep getting 403 errors when trying to access my website on IE.5
2. I can't get a page to connect to my actual webpage, I can connect them to a subpage e.g. www.blah.net/DAMN IT.htm Does that makes sense? How do I get my page to just show up after the .net?
