Procedure for a recall on older models?

What is the procedure for a recall on older model Maximas, 1992 in my case? I bought the car recently and aren't sure if any of the recalls were fixed by the previous owners. I'm definitely out of the warranty period, but is it still possible to visit a dealership and have them check it out?

If it's a safety related recall item, like a faulty seat belt buckle, then I'm pretty sure the dealer is obligated to fix it by law. I'm not sure if they'll charge you for the any diagnostic work though. If it's just a TSB item, then you're out of luck.
