New exhaust law?

Has anyone heard about a new law in CA, that makes it illegal to modify the exhaust in your car in any way other than stock. Has anyone heard of this? My friend got a ticket cuz of that, and it wasn't even a "fix it" ticket.

No one knows about this? My friend is telling me that the 1st offence is a ticket.
2nd offence is a ticket and suspended license.
3rd is suspended license and jail time.

All of this because you modified the exhaust.
