Every insurance works a bit differently I guess, but if the accident wasn't your fault then there's no reason why your rates should be going up. I'd demand a better explanation from Progressive if I were you.
Read below for my experience...
October 2001: my Accord V6 got hit on the road by an SUV driver that didn't watch where they were going. They tried to run but I ran them down and got plate number, filed report. It was a rental. Went on uninsured motorist, $1000 damage.
January 2002: my Accord V6 totalled by dumba$$ w/o insurance when he rear-ends me at 30mph while I was stopped in traffic. Found guilty of wreckless driving among other things. Just signed away my rights to sue for pain & suffering for $1000 in-pocket. Works for me since I have no pain to sue for and the guy doesn't have any money anyways...
Went on uninsured motorist, $27,000 payout so far (car + lost wages + medical comp + settlements)
March 2002: My Maxima which I didn't even have 2 months at that point got nailed in my damned parking lot by some retard that didn't quite make his U-turn and clipped the right rear of my Max. Damaged right-rear quarter-panel, scuffed bumper, destroyed right-rear tail light. Total damage: $850. Filed police report and also went on uninsured motorist.
Total Insurance Premium Increase: $0.00
I have USAA insurance
Oh and now that I moved to Virginia away from "dumb@ss driver central" (I-270 corridor in Maryland) my insurance rates actually went down about $50.

If anybody here has a parent that served in the military, you're probably eligible for USAA services, which seriously rock. You can check your eligibility here: https://www.usaa.com/secured/cp_eligibility.asp

If not, look around for another provider-you shouldn't be penalized for something that wasn't your fault.
I'm not real impressed with Progressive anyway. Was with them for a year-horrible service. All they really did well was "Progressively" take more of my money.

If it was yours ('cause he was uninsured motorist or similar...), the insurance company will increase your rates-you cost them money, and they're trying to make it back.

Progressive sucks.....I moved home from college, went from a small college town to living in the country, they informed me my rate would increase 350 bucks, and since I only had a month remaining before renewall they would like the additional money immediately. I told them to bite me, and switched to allstate, those a wholes turned me in to a collection agency, not for my policy amount but for the amount they had charged me because I moved. They claimed they had this table that dediced how much your rates went up when you changed location, but of course they had no sort of documentation to show me. They wanted me to give them 350 dollars because they said so....f them.......
I just moved
to Progressive and man what a buncha dufus'. Took them 3 times to get my policy straight as I moved from mine to my now wifes policy.
I was hit about 1 year ago and when the last correction came they had actually checked my record. I filed a police report and she was never ticketed but since she hit me from behind, she was at fault.
They first classified it as an at fault (3 "insurance points" and 200 more a year)...uh..no. Then they tried to explain it away as I was involved in an accident (no insurance points but 75 more a year). I finally asked to speak to a manager and stated that not only would I not join but I will pull my wifes policy if this does not get straightened out and please stop playing the games. Suddenly it was not an issue anymore....Insurance companies are a bunch of crooks. They are NEVER forthcoming with information and most things are a pain to deal with.
My advice...be firm and ask for WRITTEN documentation, or reference a specific clause in your CURRENT policy packet where if you are simply involved and not at fault your premiums are subject to changes. You might need a lawyer to sort through all the double talk though....good luck!

I barely scratched his bumper and he got an estimate, $400 (Total BS). So I decide to go through insurance, and was happy to hear it doesn't effect my rates.
Me and a friend had a discussion about progressive after reading this thread. He used to be on USAA...said when some kids hit his mom in her Acura, they ended up paying $11,000 cash out and didn't get an even settlement, so they jacked up his mom's rates. She wasn't ruled at fault or anything.
He claims that progressive is good when they can get money from the other side, and that the rate they offered him was cheaper than all the other major insurance companies he looked at. He's also happy with how quickly they handle claims and pay out. But he's also got a fairly blemished record, so the rate comparison might be not applicable to most.
Did progressive have to pay out anything on your accident, even though you weren't at fault?

Insurance is not a touchy-feeling thing, it's about risk. If you had 3 claims and zero increases, either you slipped through the cracks or the increase is coming. I've got coworkers with all kinds of experiences. One girl got an icrease after 2 years of being rear-ended. Another guy got 4 speeding tickets and never got any increases. I don't think it has anything to do with USAA, it's whether or not they have any time or system to work on your policy imho.

So if you've got tickets without points, don't change or modify your insurance. My roommate called about a ticket without points and asked what "theoretically" would happen and the agent said the rate would most likely go up, especially since he's under 25. He hung up right away without ever mentioning his name or policy number.

Insurance is useless IMHO unless you're faced with a big-loss, either being sued or your car is stolen or totalled. As I mentioned a couple mnths ago someone scraped my rear 1/4. I'd guess it's about $300 worth of damage, and it's hard for anyone to see except me. I called up the insurance without saying who I am--they had no problem with that. They said it's hit and run, covered by my collision. They recommended that I not make a claim since I'd get $50 from them and higher rates. People should understand, a person with 3 claims are high-risk. It doesn't matter if they think it's always someone elses fault. For whatever reason they are prone to make claims and are risky to insure
