Brake "chatter"????????

Brake "chatter"????????
I'm looking at buying this maxima 99 SE.
The only thing wrong with is it that when I Drive it, and brake at low speeds the breaks "chatter". I thought it might be the ABS or something but its reaaaally loud and makes the car kinda shake too...
Any ideas what it might be ?
